Mass media, help!!!

Dear Journalists. We need your help! We are counting on your support! We have not had faith in the promises of the state authority for many years! We appeal to you for support on solving the problem, which has lasted more than 6 years and reached a dead end. Thanks to your efforts Europe should know:

-          Private investments in Ukraine are risky.

-          Work and development has stopped or been frozen on about 4,500 housing projects in Ukraine.

-          There is not any kind of protection for people who solve their housing problem for themselves by investing in their own housing construction.

-          The Ukrainian State has no law which provides guaranties that investment property is owned by the investors.

-          There is no oversight by Ukrainian authorities to contain developers and construction organizations that misuse funds of private investors.

-          In the Ukraine there is no legal liability for building operation or misuse of funds.

Here are the facts: Since 1999, the Main Administration for the Internal Troops of the Ministry of Internal Affairs of Ukraine is the principal building owner of six 34 story buildings in Kiev. 123 million Ukrainian hryvnia (UAH) from the state budget was spent for the construction of these buildings. Also, private investors invested 83 million UAH on the buildings. The buildings were not complete in 2005.  They were also not complete in 2006 or 2007… Not even in 2010. 330 Ukrainian families, which invested to improve their housing conditions and 430 families of military personnel who have been on a waiting list for 20 or more years to get apartments and have no guaranty that such a reputable state authority as the Ministry of Internal Affairs will fulfill its obligations – construction principal. Agreements that were met between MIA and the incapable construction companies allowed poor quality construction and deprived investors of their rights. We understand that these buildings are not needed by the MIA, Ukrainian State (state budget funds were written off for this project) or the Kyiv municipal government – they are only needed by private investors.
